Restoration worked as an immediate operational response: service returned on March 16 after about eight hours of disruption.¹ The internal review also produced a clearer understanding of the data categories by June 24.¹

The weaker point was the stability of the early scope. The roughly 345,000 figure used in early-August state-attorney-general notifications was later revised to 3,756,469 in the August 17–18 HHS OCR filing.¹ The lesson is to treat early counts as provisional and design communications that can absorb correction without obscuring the change.
