The reforms addressed visible governance barriers. Publishing APIs could make access more transparent. Lowering Maersk’s oversight to an equal level responded to concerns about founder influence. Improved privacy guidelines addressed the security dimension of participation.⁴ These were meaningful changes because they altered both the operating rules and the signal sent to prospective members.

However, the comparison also shows the limit of incremental repair. Carrier participation expanded and the platform reached about 60% of global shipping capacity, yet Maersk and IBM said that full global collaboration was still insufficient for commercial viability.⁴⁵ A later analysis identifies centralization, opacity, rigidity, exclusion, and lack of deliberation as governance failures that contributed to collapse.²⁶ The practical lesson is to design participation and decision rights as carefully as the data architecture.
